政府界面

每个国家都被某一种特定的政府类型所统治;不同的政府类型会带来不同的buff,有时也会有产生一些debuff。对于这些修正,将在本文最后加以举例说明。

在欧陆4当中,一个国家的政府类型有许多不同的种类。类型跨度从经选举产生官员去进行管理的立宪共和制,到君主享有不受限制权力的专制君主制。

政府类型可以被分为五大类:Government monarchy.png 君主制Government republic.png 共和制Government theocracy.png 神权制Government steppe horde.png 草原游牧Government tribal.png 土著议会也被叫做 Government tribal.png 部落政府)。

在相关的界面中,展示出了许多相关信息,例如:目前的君主及其继承人,玩家拥有的顾问的类型,国家的主流文化和可接受文化以及每月君主点数的产出量。

与政府相关,还有一些额外的概念和机制,Legitimacy.png 正统性(需是君主制国家), Republican tradition.png 共和传统(需是共和制国家),Devotion.png 奉献度(需是神权制国家且激活了Common Sense.png常识DLC),Horde unity 部族统一度(需是草原游牧政体且激活了The Cossacks.png哥萨克DLC),还包括改变一国政府类型以及这样做的意义。

君主与继承人

主条目:君主

君主是国家的领袖。作为国家的代表,君主会通过许多途径影响国家的发展与进步,君主点数这一设定模拟了君主影响力最主要的方面。

* 译者注:在游戏的英文版中,君主国、共和国、神权国的统治者都被称为“Ruler”,汉化版为便于理解将其翻译为“君主”,故在汉化版中,共和国与神权国的统治者亦会显示为“君主”。本百科沿用汉化版的用词,对统治者一般都不分政体地称为“君主”。

在君主国和类似的政体中,继承人是君主的继承者。

继承人享有国家未来的主权,且对君主国未来的正统性至关重要。强宣称的继承人会带来高正统性,相反弱宣称的继承人则会带来低正统性。

君主点数

主条目:君主点数

君主点数是《欧陆风云4》最重要的机制之一。某种程度上,君主点数代表了君主统治国家的能力,也影响了科技创新和基础建设投资的速度。尽管叫做“君主点数”,但是非君主政体也使用这个机制。

君主点数有三种类别:Administrative power.png行政,Diplomatic power.png外交,以及Military power.png军事。

政府类型

在游戏中,有各种不同的 政府类型。每种类型都拥有不同的优点。下面列出了各种不同的政府类型。

Change government type.png 转变政府类型

游戏中可以和平的改变政府类型,但只能在同一大类中互换,并需要花费100Administrative power.png行政点数来进行这一操作。举个例子,封建君主制可以根据上文提到的方式,转换为专制君主制,但是神权国或者立宪共和制是不能执行这一操作的。在研究了新的行政科技之后,就可以解锁新的政府类型。

通过多种不同的决议可以让绝大多数的君主制(在完成了正确的理念组时)和平的变为神权制、贵族/寡头共和制或者商业共和制政体。同样的,世俗化的决议允许神权制转变为官僚君主制。

一国还可以通过革命的方式(比如,当叛军或农民占领了国家之后)强制转换政体(例如,君主制可以变为共和制,反之亦然)。对共和制而言,革命将使共和传统降至0。某些特定的事件(尤其是灾难)和决议也能改变国家的政府类型。

被释放的国家将保留其领主的政府类型。因此,可以以拥有玩家想要的政府类型开始游戏(或者附庸它之后切换到它),然后征服想要使用的国家,再将这个国家放出,来玩这个释放出来的国家。

The Revolutionary Empire is a slightly more conservative form of government with a single ruler ruling with reference a chamber of deputies. The government can mobilize a large amount of manpower and every soldier carries a marshal's baton in his backpack.
  • To get this government type, you need to bring your republican tradition to 0 with the Revolutionary Republic government type by means other than re-electing your current ruler. Re-electing your current ruler while your republican tradition is below 20 will change your government to a republican dictatorship.

正统性修正

游戏中,对正统性造成影响的途径可分为主动修正被动修正两种。这两种影响可能会使正统性增加,也可能会降低正统性。

主动修正

主动修正是基于玩家操作所引起的对正统性的影响。主要有以下几项:

  • 王室联姻:联姻会降低正统性,一般不会很多且为一次性的。尤其是联姻对象是来自一个相对弱小的王国时。不过,随后正统性会逐渐增加恢复。
  • 事件:有时候会发生一些事件导致正统性增加或者减少。
  • 教宗影响力天主教国家可以花费50点教宗影响力得到正统性每年+1.0的buff,一共持续20年。
  • 继承:具体影响取决于王位继承人宣称的强弱程度。如果宣称为,则正统性减少; 如果宣称为,则正统性增加。继承的正统性只与继承人对王位宣称的强弱有关;上一任统治者的正统性不会被考虑在内。
  • 篡权叛军:如果叛军的要求被强制执行了,则会有一位拥有宣称的统治者上台,从而增加正统性。

Government republic.png 共和制

共和制是一种权力掌握在一群人手中的政府体制,与之相对的是君主制。在欧陆风云4中,共和国拥有共和传统这一特殊指标,以代替正统性指标。在一些共和国中,君主是终身制的。但在另一些国家中,君主是通过周期性选举的方式产生的。当任期结束时,你会遇到一个让你选择君主的事件,有以下选项:

  • 再次选择当前君主。这样做国家将在下个任期中,每年失去-2.5 Republican tradition.png共和传统。但君主的每一种能力均会+1。这代表了一种恐惧,即君主变得越来越难以改变和专制,越来越像君主制国家一样。
  • 选择行政候选人 (4/1/1)
  • 选择外交候选人 (1/4/1)
  • 选择军事候选人 (1/1/4)

如果君主在任上去世,一个类似的事件将会触发。不同的是此时将不再有“再次当选”的选项。与君主制相比,区别在于玩家对下任君主有更大的控制权。此外,当君主过世时,不会降低稳定(这并不包括君主战死的情况 以及/或是 官僚极权制亦或是独裁共和制下的终身制独裁者)。但是,新当选的君主通常情况下能力不会太好,也不能进行联姻(不包括贵族共和制)。共和制的领导人可以被当作是军事将领,就如同是他们的帝王。如果他们的领导人在行动中被杀,则共和国将遭受Icon stability.png 稳定 -1的debuff。

A tribe is regarded as a society that hasn't developed a concrete definition of what a Westphalian nation-state is. Nomadic by nature, the power is held by either a chief or by a group of fellow tribesmen.

Steppe nomads, normally referred to as khanate (as they have East-Asian or Altaic culture), is a loosely organized form of government where power is held mostly by the tribes, but united under the khan. It differs from monarchies in the way that each time a khan dies, all clan leaders are summoned to vote on the next khan; the khan has an heir, but if the khan dies and the heir is young enough to require a regency council, the heir is killed and replaced with another ruler.

Horde unity 部族统一

A colonial nation is a special Government republic.png republican government that manages a New World colony, each colonial region can only have one colonial nation from the same overlord, though two or more colonial nations from different overlords can form in one colonial region.

政府等级

1.12补丁中引入了一种新的政府等级机制。该机制中,政府等级分为三种:Duchy rank公国、 Kingdom rank王国和帝国级帝国。每个国家的政府等级均为上述三级中的一种。而一个国家初始的政府等级是基于该国在历史中的地位。在Common Sense.png 常识DLC激活的状况下,在满足一定总发展度时,玩家可以提升其政府等级。也可以通过一些决议提升政府等级。

上表中,帝国的buff与王国buff是替代关系。例如,从公国升级到帝国外交官是+1,而不是+2。

额外的奖励和机制

  • 政府类型所带来的Autonomy.png 自治度加成的具体值常常是与该国的政府等级有关的。例如,官僚君主制会带来Autonomy.png 0/-0.025/-0.05 月度自治度变化,而具体值是根据该国是公国/王国/帝国而确定。
  • Higher-tier countries get a -10 penalty per tier towards accepting diplomatic vassalization, increasing to -30 if the requesting country is of lower tier. Conversely, a country that is of lower rank than the proposer gets a bonus: a duchy towards a kingdom gets +10.
  • Tribal governments get improved modifiers and reduced penalties at higher tiers.
